Details of the reduced employer contribution scheme for main pensions for employees aged 25 and under

The decision  (D.15/D’/3220/72)  for the implementation of a program for the payment of a reduced employer contribution to the main pension for employees up to 25 years of age was published.

Eligible Persons Inclusion Procedure Start and end of subsidy

  1. From 01.01.2019, the employer’s contribution provided for in article 38 par. 1, 3 and 9 of law 4387/2016 (A’ 85), as in force with article 27 par. 2 of law 4445/2016 (A’ 236), and in article 40 par. 6 of law 4387/2016 (A’ 85), as replaced by article 3 of law 4578/2018 (A’ 200), is paid reduced by 6.66% on the remuneration, as defined in the above articles, by enterprises for employed employees aged up to 25 years, paid with a salary or daily wage, with a private law employment relationship (fixed or indefinite term), with full or reduced or rotating employment, regardless of the amount of remuneration. The amount of the reduction resulting from the above paragraph is covered in accordance with the provisions of article 2 hereof.
  2. The regulation of par. 1 includes enterprises that carry out economic activity and operate throughout the Greek Territory.
  3. The inclusion in the reduced employer contribution payment program is made by submitting the APD by the liable employer, with a reduced employer contribution according to par. 1, for the period of time referred to therein. EFKA verifies the conditions and the correctness of the submitted APD. The employer may apply for and receive a certificate of inclusion in the Program, after an audit by EFKA services.
  4. The above reduced employer contribution is paid from the date of taking up employment until the month in which the insured person reaches the age of 25, provided that he remains with the employer until reaching the above age limit. In the event that the date of taking up employment is prior to the start of the program, the above contribution is paid reduced from 01.01.2019.
  5. If the employer pays a full insurance contribution for an employee who meets the conditions for joining the program, he may request the offset or refund of the subsidized part of the insurance contribution, in accordance with the provisions of article 104 of law 4387/2016 (A’ 85), as replaced by article 15 of law 4488/2017 (A’ 137), either from the date of taking up the employee’s employment, or from 01.01.2019 if the hiring precedes the start of the program.
  6. In the event of late submission of the APA, the prescribed sanctions are imposed, while in the event of late payment of insurance contributions during the program, the prescribed surcharges are imposed, only on the due insurance contributions and not on the subsidized ones.
  7. According to paragraphs 1 and 2 of article 40 of law 4488/2017 (A’ 137), employers who violate labor legislation are excluded from the Social Security Contribution Subsidy Program of article 86 of law 4583/2018.
